In general, goods are dutiable and documents are not. However, what is considered a dutiable shipment differs per country. For example, in the Bahamas a photograph is considered a document and as such non dutiable whereas in Argentina that same photograph is a dutiable shipment. Please find more information about dutiable shipments at customs support.
